The city of Laguna Niguel sits on a portion of the 13,316-acre Rancho Niguel (later the Rawson then Moulton Ranch) that was awarded to Juan Avila and his sister Concepción on June 21, 1842.  Rancho Niguel sits on both sides of Aliso Creek between Laguna Canyon and Mission San Juan Capistrano.  Pursuant to the 1848 Treaty of Hidalgo, the California Land Act of 1851, established a three-member Public Land Commission to determine the validity of prior Spanish and Mexican land grants.  Juan Avila was able to retain Rancho Niguel after California’s Land Grant Commission’s review of his land grant.  Juan Avila eventually sold Rancho Niguel in 1865.

In 1895, Lewis Moulton and his partner Jean P. Daguerre bought Rancho Niguel and other coastal property, totaling 19,000 acres.  Lewis Moulton established the Moulton Company to manage the land.  From 1865 to the mid-1950s, the Moulton Company allowed local farmers to use/rent the 19,000 acres for orchards and sheep ranching. 

After Interstate 5 was built in 1959, Orange County had easy access to Los Angeles and the surrounding region.  Consequently, Orange County experienced a population boom.  The Laguna Niguel Corporation, established by Cabot, Cabot and Forbes, ultimately purchased the old Land Grant which became the future city of Laguna Niguel. 

Laguna Niguel was one of the first master planned communities in California.  The Laguna Niguel plan created an all-encompassing city to meet the residents financial and social necessities.  The Plan also designated that a third of the city remain undeveloped for parks and open spaces.  Today, Laguna Nigel has 31 City Parks and 4 county parks, including Laguna Nigel Regional Park and Crown Valley Park.
